The former Neuhoff meatpacking plant on Germantown's Cumberland riverfront has been redeveloped into a roughly $550 million mixed-use district, with a second phase now adding offices, apartments and a planned pedestrian bridge to Oracle's future River North campus across the river.
The Neuhoff District is the largest project reshaping Germantown. Atlanta-based developer New City Properties bought the historic Neuhoff site at 1316 Adams Street, on the west bank of the Cumberland River in the easternmost part of Germantown, for $32 million in 2020 (an earlier 4.77-acre parcel for the project's second half was acquired for $26.25 million in 2019). The site housed the Neuhoff Packing Company meatpacking plant, which operated from roughly 1905 to 1977. Rather than demolish it, the developer pursued an adaptive-reuse redevelopment that blends the original industrial buildings with new construction.
Phase 1 represented an investment of approximately $550 million and totals around 914,000 square feet. It includes a 14-story glass office tower, 542 apartments split between two buildings (Monroe House and Taylor House), and ground-floor retail and restaurant space, plus a riverfront terrace, a segment of the Cumberland River Greenway, gardens and pickleball courts. Cousins Properties owns Neuhoff in a 50/50 joint venture with an institutional partner; Cousins and J.P. Morgan have each invested $275 million. Office tenants signed at the district include Fifth Third Bank, Boston Consulting Group, J.E. Dunn Construction, Butler Snow and Rubicon Founders. In March 2026, Cousins announced a 116,000-square-foot lease with Oracle at Neuhoff, with Oracle expected to occupy the space in the second half of 2026. As of April 2026, that lease left the existing office tower almost 90% leased with only two floors still available.
A second phase is underway, backed by Cousins Properties and J.P. Morgan. Reported in March 2025, the next leg centers on a site at 1324 Second Avenue North (referred to as Block 5) and is planned to include a seven-story office building of about 234,000 square feet, a six-story apartment building with roughly 319 units, and nearly 24,000 square feet of retail. Separately, New City Properties President Jim Irwin said in April 2026 that the developer is actively designing a further office tower of up to 15 stories, planned for the site currently occupied by the six-court Sensa Padel club between two of the existing apartment buildings; a boutique hotel has also been floated as a possible future component. A planned pedestrian bridge would connect Neuhoff across the Cumberland River to Oracle's future River North headquarters campus on the East Bank.
For buyers and relocating households evaluating Germantown, Neuhoff is the most significant factor in how the neighborhood's riverfront edge is changing: a former industrial site is becoming a walkable cluster of offices, apartments, restaurants and public greenway access, within the broader East Bank build-out that includes the Oracle campus and a future river crossing. Buyers should note that the residential component is predominantly rental apartments rather than for-sale homes, and that timelines and the additional office tower/hotel remain subject to change.
